why are non ismailis not allowed to enter jamatkhana and witness the prayers?

mukhi / kamadia selection
just curious - what are the basis - merits / requirements / qualifications for the selection and appointments of mukhi and kamadias ? I have noticed that most of the times - people who are regular in daily jamatkhana for years never get selected. Also only "the rich" are appointed .
