Discussion about then Ismaili Constitution

The Ismaili constitution for every country is made up of 6 main parts.

The first 3 parts are;

1 Global constitution (The Last one was ordained in 1998)
2 The rules and regulations of the country
3 The Guidelines - Global and county

The other 3 parts which form a part of the constitution are as follows;

4 Precedents (by NCAB ICAB and Councils/Legal Boards)
5 Farmans ( because any farman can supersede any part of the constitution (as confirmed in the constitution)
6 The Law of the Country (because the law of the land supersedes the constitution or any part where there is a conflict/issue)

If you do not have all the 6 parts then what you have is an incompete part or parts of the constitution.

The Law of the Country is always available.

Only Farmans made AFTER the signing of the Constitution/Rules and Regulations [1998 August] are part of the present Constitution, not Farman made before, because the article says "subsequent farmans". The word "subsequent" is important. So as Ismailis, according to our Constitution, we. Ismailis, are entitled to have unrestricted access to Farmans made after the Lisbon signing as part of our Constitution. That include the Farman made by our Imam immediately AFTER the signing of the 1998 Constitution. Previous farmans are to be made available to us by the fact that we are Ismailis but not by the fact that they are part of the Constitution. Obviously they have already been taken into account in the Constitution.

Making the cases and precedents of the CAB and I-CAB available in a searchable website is easy. The matter of privacy can be resolved by replacing the real names by aliases. At least that way the references are maintained and usable.

As far as I see, the willingness has to precede such steps. Times are changing and bureaucracy has to go. The Internet will bring the leveling of the field for all players and people with mentalities stuck in the past will have to leave the field in favour of more recently educated youngsters who understand that the world is based on meritocracy and ethics, integrity and transparency.
