It is not clear while reciting Dua e Qunut in both rak'ats, do we have to recite Allahu Akbar each time before Qunut and raise hands to ears and then recite Qunut?

Some information about new Eid Namaz:

Before 1977 Ismailis in India, Pakistan, and middle East performed Eid Namaz on Sunni Hanafi Tariqa permitted by Imam Sultan Muhammad Shah before partition of subcontinent even Janaza Namaz was also on Sunni Hanafi Tariqa, but in Africa and Western countries jamaits followed old Tariqa of Eid Namaz which was allowed by Imam Sultan Muhammad Shah. In 1977 Shah Karim Al Hussaini changed Tariqa of Eid Namaz, Janazah Namaz, and Ziarat. It was dubbed as Fatimi Tariqa. It was announced that new Tariqa's are applicable to all jamaits. But USA and Western countries jamaits continued the same old Tariqa. Let me give example of Janaza Namaz.
In Sunni Hanafi Tariqa there are 4 takbirs.
In 1977 Fatimi Tariqa there are 5 takbirs.
In African and western countries Namaz e Janaza there are 7 takbirs said.

Now the new Eid Namaz which is prescribed for all jamaits where ever they are situated is almost the same which was prescribed by Shah Karim Al Hussaini in 1977 with FEW CHANGES. For example in new version, in first raka't we have to recite only 10 ayats of Surah Shams, where as in old version it was to recite whole Surah Shams. In second raka't the Surah 'Asar is same, Also Dua Qunut is same in both versions. After completing 2 raka'ts in old version we had to recite Atahiyat, and Tashahud which is now different in new version. In new version, prayer after Namaz some parts of our Dua from second and last chapters are included and it is made compusory to recite names of our 50 Imams which was not included in old version.
