My beloved spiritual children,
Today I ordained a document that reaffirms and updates the constitution of the Shia Imami Ismaili Muslims, and which serves as the framework for the jamat’s organisation and governance.

This constitution of 11th February, 2025 will now apply for the jamat worldwide.

The updates reflect, amongst other things, the recognion of the Seat of the Ismaili Imamat in Lisbon, and the change in terminology which makes reference to persons and positions gender‐ neutral.

I will continue with the practice of adjusting the Constitution over me to take account of evolving jamats needs. Circumstances may require new or different and the responsibility of the Imam is to enable the institutions to be responsive to the needs of the Jamat and to anticipate the future.

I intend to provide continuity and stability in our institutions and will introduce changes in a measured way with the goal of constantly improving our efficiency and effectiveness . Hazar Imam 11 Feb 2025

The text of the first page of the amended constitution signed and ordained on 11 Feb 2025

Whereas

A. According to the last will and testament of Mawlana Shah Karim Al Husseini the forty ninth Imam of Ismaili Muslims as unsealed and proclaimed on 5th February two thousand and twenty five being the sixth day of Shaban one thousand four hundred and forty six (Hijri) At Lisbon Mawlana Hazar imam Prince Shah Rahim Al Husseini was duly declared in accordance with the historical tradition of Nass as the fiftieth Imam of the Shia Imami Ismaili Muslims in direct lineal descent of Holy Prophet Mohammed (S A S) through Hazrat Mawlana Ali (A S) and Hazrat Bibi Fatima (A S)

B. The constitution of the Shia Imami Ismaili Muslims ordained by Mawlana Shah Karim dated 13 December 1986 and amended on 11 July 1998 recites that Mawlana Hazar Imam enjoys full authority of governance in respect of all religious and Jamati matters of Ismaili Muslims

C. The constitution states that Mawlana Hazar Imam has the sole authority to amend and such constitution or any provision thereof

D. It is the desire and hidayat of Mawlana Hazar Imam that the Ismaili Constitution be amended to incorporate changes since 11 July 1998

Now Thereafter

By this constitutional instrument and in accordance with the inherent right and absolute and unfettered power and authority vested in me as Hazar Imam and credited in the constitution of the Shia Imami Ismaili Muslims, I Shah Karim Al Husseini holder of the office of the Ismaili Imamat am pleased to ordained and do hereby ordain that the Shia Imami Ismaili Muslims wherever they may shall at all time be bound and governed by the constitution hereinafter appearing as amended and this constitution shall remain fully effective

Letter and request to All Leaders - LIF Councils DJI

I extend my sincere gratitude to the Communication Team of the Ismaili Imamat for sharing the video of the formal signing of the amended constitution on 11th February 2025, as well as the signed first page by Hazar Imam, His Highness Aga Khan V. (see copy of text )

However, neither the first page, nor the full amended constitution referred to in this first page of the constitutional instrument, has still been shared with all the Jamat thus far (except for the same group of Leaders in de facto control for decades)

The amendments, effective from 11th February 2025, are significant as they incorporate *all* changes made since 11th July 1998. A full copy of that constitution has still not been provided. Every member of the Jamat must have a copy and read it with Farmans because a later Farman supersedes an earlier Farman and the constitution is a Farman too.

These include all constitutional instruments and changes, such as the establishment of the Diwan of the Ismaili Imamat and the registered entities in Portugal.

To understand and adhere to the constitution or to enable & ensure accountability, every Ismaili Muslim need to have access to the full constitution and all the accompanying Farmans. This is in accordance with a part of the 1998 constitution available to the Jamat online

Regrettably, these have still not been provided despite repeated requests. This access should include both the amended constitution on 11Feb /025, and previous versions to ensure historical continuum and context.

I respectfully urge that the full constitution, & Farmans along with all the amendments and instruments, be made urgently accessible and online - as Imam asked us to make use of technology as part of best practice

Given that the document was formally signed and approved by Hazar Imam on 11th February 2025, it is evident that the document was ready at the time and could have been uploaded within hours and a link given.

Not providing full access undermines the community's ability to abide by His Highness's Farmans & guidance. Furthermore, those responsible for withholding these documents are acting in contravention of Farmans, disrespecting Hazar Imam, and violating their own oaths of office and pledges, reaffirmed as recently as 11th July 2025 (link to pledges below)

The constitution governs the Jamat ( all religious and Jamati Matters) AND also the numerous and substantial global entities affiliated with the Ismaili community. Making these foundational documents accessible is paramount and aligns with the directives in Farmans.

I respectfully recommend that those in positions of control who have failed and effectively are refusing to provide these documents either make them available promptly or step aside to allow for a more transparent and responsible appointments which are according to Farmans and following them

I refer to the many reminders and requests made by the Jamat over the years for the full and now the amended Ismaili Constitution to be provided to me and all the Jamat

The most recent reminder was given directly by Mawlana Hazar Imam to the Leaders entrusted on 18 March 2025.

Despite this, the Constitution has still not been made available in full to the entire Jamat-community, nor has any timeline for its release been communicated.

This continued silence is not only deeply concerning, but also contrary to the Bay‘ah sworn under oath by the Leaders—most recently reaffirmed by them on 11 February 2035—to uphold and serve the Imam’s guidance and the Constitution faithfully.

As clearly affirmed in numerous Farmans, the Constitution itself is a divinely ordained Farman , and therefore withholding it directly undermines both the spirit and letter of our Imam’s Farmans and the Bayah of those withholding it from the Jamat

In further support of earlier Farmans , I am attaching a short clip in Urdu from a Waez (religious address) delivered by Alwaez Kamaluddin, a globally respected Ismaili missionary. In this clip, he also, clearly states:

• The Ismaili Constitution is a public document, ordained by Mawlana Hazar Imam, and must be made available to all members of the Jamat. Every Ismaili must read share understand it and share it

• He reaffirms the spiritual truth that the Light (Noor) of Ali-Allah has come with the Imam, carrying a Divine mandate from the will of Allah —a central foundation of Ismaili faith

Alwaez Kamaluddin is a distinguished religious educator authorised by ITREB Pakistan, & globally recognized for his decades of service across many countries.

He has delivered Waezes both in the presence of Mawlana Hazar Imam during Deedar ceremonies and in preparation for such congregations. He and his wife—also a trained Waez—were among those who taught the young Shah Karim and his brothers in Kenya, and had access to Farmans and direct guidance from the Imam during that time. His words and insights from Farmans therefore carry deep credibility

The attached audio clip (with the full Waez available for those interested) is further evidence of the Imam’s Farmans and of the Noor - divinely ordained authority that guides our community.

It reaffirms that the Constitution and Farmans are not private or restricted, but are meant to be known, understood, and upheld by the entire Jamat.

In this context, I respectfully & firmly remind & renew the request to our Leaders to:

• Provide the full Constitution including that ammended on 11 Feb 2025, without any more delay;

• Make all Farmans available, in accordance with the Imam’s guidance & as the constitution is to be read with Farmans ;

• Respond to pending community requests transparently and in the spirit of Farmans Bayah and service to Imam & Jamat

Subject: Request for Immediate Global Access to the Farman of 12–13 July 2025 — As Directed by Mawlana Hazar Imam

Dear all, including beloved members of the Noorani family,

Ya Ali Madad.

I write with utmost love, unity, and concern — as one murid among many — to respectfully to highlight the following and requests

1. Didar Blessed by Mawlana Hazar Imam

On 12 and 13 July 2025, Mawlana Hazar Imam graciously granted the Jamat in France a Didar Mubarak, presiding personally over a sacred religious gathering.

2. Imam’s Directives on the Farman

Towards the conclusion of the Farman on 12 July, Hazar Imam gave a clear, explicit instruction:

“I would like you to know that I instructed that the official text of this Farman to be released as soon as possible to the Jamat around the world.”

This instruction is not limited to one region or format. In fact, in the earlier Farman of 8 March 2025, also delivered in France, Mawlana Hazar Imam reemphasised the need to:

• Share his Farmans and the full Ismaili Constitution globally and promptly

• Use technology, internet, and AI to ensure timely and universal access

• Be inclusive, transparent, and act as one global family, helping one another

3. Current Situation: Withholding of the Farman

Despite these Farmans, leaders in various jurisdictions — across the 21 Jamati councils globally — have chosen to restrict access to the 12–13 July Farmans by:

• Reading them only during Jamatkhana ceremonies on selected days in July and August

• Not providing written or digital copies to murids

• Preventing murids from accessing or preserving the Farmans individually or within families

• Continuing to withhold the Ismaili Constitution, which is itself a Farman, despite repeated guidance by the Imam to share it

This Leaders pattern not only contradicts the Imam’s guidance but creates confusion and deep sorrow among many sincere murids.

4. The Farman Has Already Been Shared by the Jamat

It is now evident that the entire Farman from 12 July — as read recently in Jamatkhanas — has been shared, privately but widely, by members of the Jamat. This includes:

• Murids who were not able to attend that day or do not have regular access to Jamatkhanas

• Those in distant or smaller regions who were spiritually present

• Individuals acting out of love and obedience to the Imam, fulfilling his directive by sharing with others as brothers and sisters

I extend my deep gratitude to those murids and leaders who are helping fulfil the Imam’s wishes, as instructed by sharing

May they be blessed for doing what Hazar Imam has asked of all of us.

5. A Renewed, Humble Appeal

I now renew the call for our leadership to:

• Release the official full text of the 12–13 July 2025 Farmans in full, to every murid worldwide with any annotations which are also part of the Farman

• Share them digitally, as cost-effectively and swiftly as possible, with climate-conscious practices, as Mawla reminded us

• Release the Ismaili Constitution, as mandated by the Imam

• Uphold our responsibilities as one global Jamat, grounded in Farmans and the Imam’s ethics

Hazar Imam has made it abundantly clear: his guidance is for every murid, without exception, without delay.

No Jamati leader has the legal or moral discretion to override, postpone, or withhold that Farman.

Let us not fail in the duty entrusted to us — to follow the Imam faithfully and to serve one another sincerely.

The Constitutional Role of AKDN


🛡️ The Constitutional Purpose of AKDN

On 11 July 2007, Mawlana Hazar Imam made it unequivocally clear that the Aga Khan Development Network (AKDN) is a constitutional entity of the Ismaili community, established to serve the Jamat first—both rural and urban—immediately or in the readily foreseeable future.

Every AKDN activity must contribute not only to broader national and civil society goals but also directly to the quality of life of Ismailis where they live. This foundational role is not optional or external—it is enshrined in the Constitution a Farman - and reaffirmed in Imam’s Farmans.



🌍 Disconnect Between Farmans and Current Practice by Leaders

Today, we observe that AKDN is being positioned and operated separately from Jamati institutions, in contradiction to the Imam’s guidance. Local Jamats are not consistently empowered. Pluralism is not actualised, and services are fragmented rather than unified. Worse, feedback and communication from murids are being ignored. In some cases, institutional leaders have actively discouraged and marginalise murids who reach out—even telling individuals like myself not to write to them .

This represents a complete reversal of the inclusive, ethical, and decentralised approach Hazar Imam repeatedly called for in Farmans



🏠 Imam’s Farmans for Local Empowerment & One Jamat

During the Golden Jubilee, Mawlana Hazar Imam urged the consolidation of Jamati services under a “One Jamat” model—ensuring that murids would not need to navigate a maze of boards to access support. Yet this Farman has not been implemented in practice. Instead, murids—especially in local and rural areas—face a disconnected and bureaucratic system that undermines dignity, trust, unity inclusion and pluralism from Leaders



📢 Request to Leaders for Clarification and Action

If anything I have stated above is incorrect, I welcome a clear and specific response. I respectfully request:
1. A formal reply to this and earlier requests by all which have been ignored to date.
2. An explanation for the clear separation of AKDN from the Jamati framework despite its constitutional mandate in Farmans
3. That the Ismaili Constitution and Farmans, be digitally provided to the global Jamat in full. It is now urgent to ensure that no murid is excluded from access to the Imam’s guidance—Hazar Imam would give but never exclude anyone from what he has given to and so belongs to the Jamat.

The Title of Wazir (Vazir) in Fatimid History, India, and Modern Ismaili Context

The titles of Wazir and Diwan in Ismaili tradition — from the Fatimid period to today — are sacred designations meant to reflect service, loyalty, and accountability to the Imam-of-the-Time and the Jamat under the constitution

These titles are not ceremonial. They are conferred by Imam with Ismaili constitutional responsibility and under Bayaa to uphold Farmans, serve the Jamat transparently, and serve the mandate of the institutions of the Jamat for the collective good.

Yet today, there is no published record of who holds these titles, past or present, and no open verification of their appointments.

When those entrusted with such high positions filter Farmans - guidance, withhold the Constitution, and remain unaccountable to the very Jamat they have committed to serve, they mirror the Wazirs of the later Fatimid period — whose power struggles and defiance of the Imam contributed directly to the collapse of the Fatimid empire in Egypt.

Are we now witnessing a similar erosion of trust and authority of Farmans and Imam

A deeper reflection and change is urgently needed.



🔹 1. Origins and Meaning

The title “Wazir” (Arabic: وزير) historically refers to a “minister,” “advisor,” or “burden-bearer” — someone appointed to assist the ruler in governance. In Islamic and Persianate traditions, the Wazir often rose to become chief administrator, akin to a prime minister.



🔹 2. Wazirs in the Fatimid Caliphate (909–1171 CE)

In the early centuries of the Fatimid Ismaili Imamate, Wazirs were:
• Appointed by the Imam-Caliph,
• Expected to serve loyally, execute policies, and assist with civil and military affairs,
• Bound by both spiritual and administrative authority of the Imam.

✅ Notable Wazirs (Early Period):

⚠️ The Turn to Military Wazirs and the Decline

From the mid-11th century onward, a major shift occurred:
• Wazirs increasingly came from military backgrounds, particularly Turkish or Berber commanders.
• They began centralizing power, sidelining the Imam-Caliphs, and even dictating succession.
• The Imam-Caliphs were often young, imprisoned, or ceremonial figures.

By the final decades, the Wazirs ran the state, not the Imam-Caliphs. Many refused to follow Imam’s authority, manipulated religious policy, and used the Fatimid treasury and institutions for personal power.



🧠 Lessons from Fatimid History
1. When intermediaries usurp power, the spiritual guidance of the Imam is lost or distorted.
2. Withholding information, filtering Farmans, and centralizing authority in unelected hands undermines the Imamat’s connection with the Jamat.
3. Titles must be earned through service, not wielded as power over others — a Wazir must be accountable to the Imam and transparent with the Jamat they serve



🔹 3. Wazirs in Indian and South Asian Muslim Tradition

In India, under Mughal and regional Muslim sultanates, “Wazir” referred to:
• The chief minister of the state,
• Often in charge of finance, law, and correspondence,
• Sometimes rivaled the emperor in power — much like the later Fatimid Wazirs.

The term “Diwan” was also used similarly (for finance or chief administrative offices).



🔹 4. Modern Ismaili Context (20th–21st Century)

In the modern Ismaili jamats:
• Vazir (Wazir) is a title granted by the Imam to those who are serving the Jamat under Farmans and constitution. These titles are in the constitution (see excerpts in appendix below)
• Typically conferred upon individuals with continuing long, distinguished service to the Jamat in Imamat constitutional institutions,


✅ Vazirs have committed and serve humbly, with accountability, and uphold the Imam’s Farmans which include guidance, & Constitution.

⚠️ Present-day Concerns

However:
• Many current Vazirs are undeclared, unverified, or not accountable to the Jamat.
• Some act as gatekeepers of information, contributing to confusion, opacity, and a disconnect from the Imam’s true guidance.

In this sense, history appears to repeat itself — echoing the later Fatimid period where:
• Wazirs usurped power,
• Withheld access to the Imam,
• Contributed to the decline of the Ismaili Daulah.

✅ Final Reflection

The title of Wazir is not ornamental. Whether in history or today, it:
• Must be conferred by the Imam,
• Comes with a duty of absolute loyalty and transparency,
• And should never substitute or filter the Imam’s Farmans and constitutional guidance.

When Wazirs appointments are not publish with the Farman and their own positions & appointments, are not disclosed nor their mandates, nor uphold the Farmans and Constitution, not share them they have become functionaries of control, not of service to the Jamat and Imam — much like the Wazirs who contributed to the fall of the Fatimid Empire

The Inclusive Purpose of the Ismaili Constitution
For the Jamats benefit and governance - for all members of the Jamat, to be read alongside Farmans and be made available to every individual Murid - Not to be withheld as is by some same long standing Leaders

🧠 Context and Intent

This highlights the foundational purpose of the Ismaili Constitution, as articulated by Mr. Mahomed J. Jaffer, Barrister-at-Law, who was directly involved in its drafting and review. The Constitution—ordained in 1986 and most recently amended on 11 February 2025—is an enabling document meant to guide, empower, and unify every individual member of the Jamat. It is not to be withheld, restricted, or selectively applied.

Mr. Jaffer’s distinguished service to the Jamat includes:

• Member of the Constitution Review Committee that submitted proposals to Mawlana Hazar Imam for the Ismaili Constitution

⚖️ Governance and Accessibility

The Constitution is:

• A governance document for every individual member of the Jamat
• Inclusive, not exclusive or selective
• Enabling, not restrictive
• Intended to be available and accessible, not withheld


Its purpose is to be read and understood in full, including all amendments and guidance from Mawlana Hazar Imam. The 2008 amendment, which remains withheld despite reminders from Hazar Imam, must be made available to the Jamat in its entirety.

📣 Call to Action

The Constitution must be treated as a living, accessible document—one that reflects the Imam’s vision and the Jamat’s collective responsibility to uphold it in both letter and spirit. Its continued withholding contradicts its foundational purpose and the explicit guidance of Hazar Imam.

The Constitution is a Farman from Hazar Imam. As such, it carries divine authority and reflects Allah’s will. Farmans are the light of the Imam, and every Ismaili—through Bayah—has committed to obey, share, and uphold them. They are never to be withheld or restricted from the Jamat for whom they are divinely intended.

Leaders appointed - terms of reference Ismaili Constitution 11 Feb 2025

Under the Ismaili Constitution & Farmans Leaders under the constitution are to be appointed for 3 years and change is every 3 years. A list of all executives & members of the Boards is not provided - nor the constitution- by the Leaders in control - not for 3, 6 or 9 years but - for over 25 years

Dear All - LIF - Leaders and Members of the Jamat & Noorani family

Recent news published by SANA (Syrian Arab News Agency) reported a meeting in Syria between the Minister of Foreign Affairs, H.E. Asaad Hassan Al-Shaibani, and a delegation from the Aga Khan Development Network (AKDN).


The delegation was headed by Mr. Shafik Sachedina, whose position was described as the President of the Ismaili Councils and Institutions, and as a senior official of the Diwan of the Ismaili Imamat—the legal entity registered in Portugal, which now - under the Jamats constitution -serves as the seat of Hazar Imam which is separate from the constitutional entities including the registered “Ismaili Imamat”

This raises important questions of governance, accountability, and transparency under Farmans & our constitution which says all positions must be for 3 years. Yet we have a group of the inner circle in positions for 30+ years (with their families friends and close business associates - partners serving in strategic positions)


I have requested again, a list of all current executives & Board members of all entities including DJI DDA AKFED AKDN ISMAILI IMAMAT and the full Ismaili constitution and Farmans to be read with the constitution which is also a Farman
I now also request confirmation and clarification regarding Mr. Sachedina’s current positions, his mandates, under his positional terms of reference, including:

Head of the Department of Jamati Institutions (DJI)
President of the Ismaili Councils and Institutions
Member of the Leaders International Forum (LIF)
Member of the executive Board of the Ismaili Imamat
Member of the Board of the Aga Khan Development Network (AKDN)
Any other position held under the Ismaili Constitution or Jamats institutions

Given his positions in Jamati institutions for more than three decades, Imam wishes for murids to have understsbd & share the scope, duration, authority & verification of these roles — the full Ismaili Constitution and related institutional documents have still not been made available to all murids, which is contrary to repeated Farmans of our Imams calling for full access and inclusion. The same leaders are not doing what Imam has asked and Imam has said not to support those who are not doing what Imam has asked in Farmans.

Transparency on these matters is not only consistent with Farmans which include the principles of good governance and pluralism that Hazar Imam has repeatedly emphasized but also a foundation of our Bayah and faith for every Murid

A Reminder and call for implementation of Imams Farmans and to sharing them and the full constitution with the entire Jamat globally as directed by Hazar Imam

On 11 February 2025, Mawlana Hazar Imam, His Highness the Aga Khan, approved the amended Ismaili Constitution and directed that it be provided in full to all members of the global Jamat.

On 18 March 2025, Hazar Imam reaffirmed this instruction as a Farman, emphasizing that every murid must have access to the complete Constitution.

“ "I AM MOST HAPPY TO INFORM MY JAMAT THAT I HAVE DIRECTED THAT THE UPDATED CONSTITUTION WHICH ENCOMPASSES THE INSTRUMENT I SIGNED ON THE OCCASION OF MY TAKHT-NISHINI BE MADE AVAILABLE TO MY JAMAT" HAZAR IMAM - AGA KHAN V 18 MARCH 2025”

To date, this Farman has regrettably not been implemented by the same group of leaders in control for many decades.

Such continued disrespect & non-compliance contradicts the Imam’s express Farmans - direction and the leaders’ own commitment to uphold his Farmans, which they renewed on 11 Feb 2025 & since - Farmans include the practice in action and words of pluralism, accountability, knowledge, and unity — all fundamental to our faith and governance.

Transparency and access to authentic guidance — including the Farmans and the Constitution — are vital for the Jamat to read, understand, live by, and share the ethics and values of Islam as taught by our Imam.

The recent inauguration of the Ismaili Center and Dar Khanna in Houston, and the recent Didars, highlight why this is critical: for the Imam’s words and example to be upheld — both for the Jamat’s internal integrity and for how our faith is understood externally by the wider society.

The following reflection underscores the importance of ensuring that the Imam’s guidance is not withheld, but shared and practiced — in word, deed, and action.



Reflection call request and reminder

“It was encouraging to see the Mayor of Houston, the Hon. John Whitmire — a long-standing Democrat and respected civic leader — welcome Hazar Imam Prince Rahim Aga Khan to inaugurate the first Ismaili Center and Dar Khanna in the United States.

Although the Mayor left before the completion of the ceremony, his presence and message were deeply appreciated.

In his post on X (formerly Twitter), the Mayor said:

“It was an honor to welcome Prince Rahim Aga Khan to Houston! Today, we toured the first Ismaili Center in the United States — right here in our city. Years in the making, this landmark stands as a powerful symbol of inclusion, learning, and service.”

However, what followed has been deeply revealing of the divisions, misunderstandings, and prejudices that persist in today’s society.

His post has attracted over 369 comments, many expressing hostility — not only toward the Mayor’s message, but also toward Islam, Muslims, and even the idea of having a prayer space in the area. Some of these comments are openly prejudiced or dismissive, reflecting how fear and misinformation too often overshadow dialogue and understanding.

Equally concerning is that mainstream media coverage has been very limited, offering little or no explanation of the Ismaili Centers’ true purpose — as spaces for peace, reflection, education, and pluralism serving all — rather than simply as Islamic “mosques.” This lack of understanding fuels distortion and deepens the very misconceptions that Hazar Imam’s guidance and our institutions exist to dispel.

It is a timely reminder that our community leaders must act with foresight and integrity — true to the Imam’s guidance and Farmans — and ensure that the Farmans and the full Constitution are shared without delay.

When our institutions and leaders withhold knowledge — whether the Constitution, the Farmans, or honest communication — they contribute to confusion, distrust, and damage to both the community and the Imam’s vision of understanding and pluralism.

Hazar Imam reminds us that:

“Our future will be what we choose today.”

History teaches us, from examples such as the rise and fall of the Fatimid Empire, that when divine guidance is not upheld and shared with sincerity, fragmentation and exclusion inevitably follow.

Let us therefore recommit to the inclusive and luminous Farmans and example of our Imam — whose Light is for all humanity to share and uphold.

Observations and Learning’s from the Recent Didars in USA and Hazar Imam’s Example

And, Awaiting the full Ismaili Constitution, Farmans and the annotations from Leaders as directed by Hazar Imam

A. Guidance — Farmans from Hazar Imam through His Words, Actions, and Example

1. Hazar Imam personally greeted murids who were outside, raising his hand, opening his window, and blessing them all — showing that no murid should ever be excluded from worship or denied access to His blessings.
2. Hazar Imam personally collected letters from murids inside the Didar prayer hall, demonstrating his openness and responsiveness to their concerns and prayers.
3. Hazar Imam embraced members of the Jamat — including children — offering blessings, warmth, and affection, reflecting his message of love, inclusion, and pluralism.
4. Hazar Imam wore the chain of Imamat , without the full ceremonial robe — symbolising that he is the Imam of the Time, guiding with humility, and a direct connection to all his murids & the world
5. Hazar Imam also blessed even security officers outside the hall, saying, “Hi blessings,” affirming that his Light and care extend to everyone, not only to Ismailis.
6. Through his actions behaviour and demeanor, Hazar Imam exemplified inclusivity, humility, and accessibility — as the bearer of the Divine Light of and from Allah & Hos Will



B. Responsibilities of Leaders and Institutions of the Jamat

7. Leaders must now respond fully to all the concerns and needs of the Jamat, as Hazar Imam has repeatedly directed.
8. They must release the full Constitution and all Farmans — including annotations — to the entire Jamat without delay.
9. Continuing to withhold Farmans, the Constitution, or honest communication is a direct act of disobedience to Hazar Imam and to their Bay‘ah, and they thus harm the Jamat.
10. Leaders who have maintained the status quo for decades but are still unwilling to change should step aside for those ready to uphold Hazar Imam’s directives.
11. Hazar Imam cautioned the President and Leaders who instructed that letters should not be collected or that children should not approach Hazar Imam — making it clear that no one should tell Hazar Imam what to do, nor tell the Jamat what Hazar Imam has not agreed in verifiable Farmans
12. Leaders aim is to empower local Jamats to be masters of their own programs, budgets, and initiatives — including Didars — as per Hazar Imam’s long-standing Farmans , rather than maintaining centralised control and exclusion by the same few for many decades
13. The Jamat must be included and manage all the planning, consultation, and implementation of even Didars — including equitable arrangements, presentations, and gifts - Nazrana to Hazar Imam.
14. Only leaders who follow and implement Hazar Imam’s Farmans should be supported by the Jamat Volunteers and Leaders down the line - those who Leaders who withhold or obstruct his Farmans are discrediting themselves and the Jamat our faith Imam and should therefore step down or be asked by the rest of Leaders to step down



C. Inclusion and Pluralism

15. Hazar Imam has made it clear that the Ismaili Center - Dar Khanna - is for everyone — Muslims and non-Muslims, Ismailis and non-Ismailis — and especially for multi-faith families.
16. All must feel welcome in Ismaili Centers and Jamat Khanas; no murid should ever be excluded from Worship in any Jamat Khanna including the Didar, whether inside or outside the prayer Hall
17. Hazar Imam’s message is universal — his divine Light is for all, and his blessings transcend all



D. Lessons and Learnings for the Jamat

18. Murids should continue to reflect, learn, and act according to Hazar Imam’s Farmans, with sincerity, humility, and obedience. And to share them
19. When Farmans are not being implemented, the Jamat should ask and feel free to write respectfully to Hazar Imam, and hand letter to Imam.

If Leaders don’t Hazar Imam may well wish to ensure his guidance is shared directly through his personal Secretariat to all Mukhi’s !
20. Members of the Jamat must lead by Imam’s example, reflecting Hazar Imam’s qualities of humility, care, pluralism, and responsiveness.
21. We must now recognise that change is not a question of if, but when — and that the time for renewal, accountability, and openness is here.



E. Further Unresolved Matters Requiring Attention

22. The matters of the exclusion and closure of Dholka Jamat, Coventry Jamat, and Versova Jamatkhana (Mumbai) remain unresolved despite repeated appeals including to Hazar Imam - letters are filtered by Leaders
23. The next Didar, is in Portugal, and will Leaders ensure the empowerment of the Jamat to manage their own programs including Didar - through transparency, consultation, and equality in participation — not control by the same group of leaders continuing with centralised control and the status quo



F. Hazar Imam’s Farmans — Teachings and the Call to Renewal
24. Hazar Imam has made it clear that those who deliberately ignore or disobey his guidance are not showing him respect.
25. True respect is expressed not only in words but through action — by living according to Hazar Imam’s words and example: by being inclusive, pluralistic, responsive, equitable, and just.
26. The time has come for all murids to renew their commitment to Hazar Imam’s Farmans and luminous foresight — where all leaders and volunteers serve with humility and openness, and the entire Jamat lives by the spirit of the Farmans: not through secrecy or exclusion, but through inclusion, transparency, and pluralism.



Reflection and Questions for the Time Ahead

• What will Hazar Imam now do — through his words and actions — between now & during the next Didar in Portugal?
• Will the Leaders now fulfil what Hazar Imam has so clearly directed and exemplified?
• If they do not, will Hazar Imam, for example, again stop his car and perhaps invite those standing outside to come into the prayer hall — and will he ensure that the full Constitution, Farmans, and annotations are finally released to the entire Jamat?
• There is no doubt that Hazar Imam knows — and now more members of the Jamat, and even leaders down the line, know — what he has exemplified through word, deed, and action.
• The time has come for the Jamat to ask, to share, to act, and to uphold what Hazar Imam himself has shown us.

Will leaders change — or be changed — and will more members of the Jamat have to hand their letters directly to Hazar Imam, as many have already done, including those shared on social media, concerning the funds and collections made by leaders from the Jamat without accountability, either locally or nationally?

Will leaders now provide a full and transparent list of all those who are effectively controlling, de facto, the entities and resources of the Jamat — including AKDN, AKFED, LIF, DJI, and the Ismaili Imamat (the legal entity)?

We look forward to responses — and to the release of the Constitution, Farmans, and annotations, including those referenced during the USA visit and Didar

May be also this letter will be given to Hazar Imam and Members of the Noorani Family by those who can and should

Below is an excerpt from Mawlana Hazar Imam (Aga Khan) during the Didar in Dallas, yesterday.

This is a clear, direct, and unequivocal further instruction from our Imam to every member of the Jamat — including all volunteers and leaders — without exception.



Farmans: The Foundation of Our Faith and Bay‘ah

Hazar Imam has said repeatedly that all Farmans are for every murid, without exception, to read, reflect upon, understand, study, share, and uphold.

This is the very foundation and essence of our Faith and Bay‘ah.

The Ismaili Constitution — also a Farman — continues to be withheld by certain Leaders, despite Hazar Imam reminding them on 18 March 2025 and again through this Farman that “all Farmans” includes the Ismaili Constitution.



No Authority to Withhold Farmans

Therefore, no institution, no leader, no volunteer, no Mukhi, nor any individual murid has the authority to withhold or restrict any Farman from any member of the Jamat.

All murids have full clear authority from Hazar Imam and under their Bay‘ah to receive, access, and share all Farmans which includes the Ismaili Constitution

Farmans are divinely ordained — Will of Allah — conveyed through Noor-e-Imam-e-Zaman — to be given and disseminated to every member of the Jamat, without exception.



Ethical Values Reaffirmed

This Farman reaffirms the directions to uphold the ethical values of our faith — trust, honesty, compassion, and respect — which are to be lived and exemplified by every murid, at all times, without exception.

Hazar Imam has made it absolutely clear that there is no exception.



Call for Immediate Release of All Farmans

I remind and request that all Leaders who have access to Farmans and annotations — including the Ismaili Constitution — now urgently release them to the entire Jamat, without exception.

This includes all the latest Farmans made during this USA visit and Didar.



Excerpt of the Dallas Farman



“I have made several Farmans over the past few days, which address some important issues.

All my Farmans are for you, and I want you to read them and reflect on them. Today, I will address some of these topics again.

We are a community who can be trusted. When we give our word it has value. It is reliable and respected. When any member of my Jamat breaks that trust, when they mislead or misappropriate from another member of the Jamat, or any other human being, it is unacceptable. It is behaviour in absolute contradiction to our values. It does harm to the individuals involved, to the reputation of my entire Jamat everywhere, and can put my Jamat at risk. This is not acceptable to your Imam. There is never a good time to behave unethically.

I expect every single member of my Jamat, without exception, to be law-abiding and to uphold our values. And when you do — when you live good, honest, generous, compassionate lives — this makes me very happy.

The ethics of our faith are trusted ethics, which we have followed since they were revealed and exemplified through Prophet Muhammad (peace be upon him).”

Living Guidance and Binding Direction

This Farman speaks for itself. It is not symbolic or selective — it is a living guidance and a binding direction from our Imam to every murid, and must therefore be shared, respected, and implemented fully, immediately, and faithfully.



Accountability and Ethical Leadership

Mawlana Hazar Imam’s Farman in Dallas makes it absolutely clear that our faith is built upon trustworthy ethics — that every murid’s word and conduct must be reliable, honest, and guided by integrity.

When Hazar Imam says, “When any member of my Jamat misleads or misappropriates from another member… it is behaviour in absolute contradiction to our values,” this applies equally to all — including those serving in leadership and institutional roles.

Any act of withholding, obstructing, misleading, or misappropriating Farmans, the Ismaili Constitution, or community resources entrusted by the Jamat is therefore unethical and unacceptable to the Imam himself.

No leader who engages in such conduct should be supported or enabled with time or service, as this would contradict the very ethics and directions that Hazar Imam has ordained.

Every murid who includes every leader without exception is now reminded and called — by this further guidance - Farman from Hazar Imam — to act with full transparency, truthfulness, and accountability, and ensure that Imam’s guidance, Farmans, and Constitution are shared openly with the entire Jamat globally without restriction or exception.
